ROBERT L. BARNARD; is a member of the Board of Advisors at the World Institute for Security Enhancement. He received his B. S. degree in Physics from American University in Washington, D. C., and is associated with Bryant & Associates as part of an active career which has spanned over twenty years. He is an independent technical security consultant who in his previous government position was responsible for developing perimeter lighting systems to support visual and CCTV surveillance, perimeter barriers to deter & delay intruders, and response devices to deter intrusion for critical Department of Defense installations. He has developed standards for ultrasonic and microwave motion detectors for the National Bureau of Standards. He has conducted safeguard vulnerability analysis of an insider adversary threat to nuclear processing facilities and has conducted equipment training for the Nuclear Regulatory Commission.
He specializes in utility and industrial security consulting and has designed intrusion detection systems for several nuclear utility plants, and liquefied natural gas (LNG) facilities. In 1980 Mr. Barnard designed the security system for the Olympic Village where the athletes for the 1980 Winter Games warehoused. He is a member of the American Society for Industrial Security (ASIS) and served as Second Vice Chairperson of Committee F-12 on Security Systems and Equipment of the American Society for Test and Material (ASTM). Dr. NORMAN R. BOTTOM Jr.; serves as the Director of Research & Development and Applied Research and is a member of the Board of Advisors at the World Institute for Security Enhancement. He is an internationally respected security and loss control expert and is associated with Bryant & Associates. His career began more than twenty five years ago while conducting and directing research with the Defense Intelligence Agency. Dr. Bottom designed and staffed one of the first masters programs in security at the university level, and has taught graduate and undergraduate courses in executive protection, international security management, terrorism, industrial & institutional security, crime prevention, information security, security supervision & administration, security management and security undercover investigations. Mr. Huffman holds a Bachelor of Science Degree in Business Management, and is a Diplomate of the American College of Forensic Examiners Institute (ACFEI), the world's largest forensic membership association. TIM JOHNSON; is a member of the faculty of the World Institute for Security Enhancement. Mr. Johnson is the President and founder of Technical Security Consultants, Inc., His formal career in security began more than twenty years ago with the U.S. Air Force Office of Special Investigations (AFOSI).
He received advanced training in the areas of electronic countermeasures (debugging), specialized investigative support (bugging), investigative photography, locks and alarms, barrier and physical defense, and other courses of instruction taught by the AFOSI, the CIA and the FBI, and was further certified as a Technically Trained Special Agent.
While Division Chief at Maxwell AFB, his division was responsible for providing all electronic countermeasures sweeps as well as investigative support for hostage, criminal, and counter espionage investigations, where they worked closely with the FBI and local state agencies. They also supported several worldwide Air Force criminal and counter intelligence investigations, working closely with middle and high level foreign governments officials.
Mr. Johnson worked at the NASA Johnson Space Center as a Physical Security / Investigative Specialist. He developed the electronic countermeasures program to protect information relevant to classified Space Shuttle missions, and provided personal protection to various astronauts and their families, as well as in-transit security to the Space Shuttle and its 747 carrier aircraft.
Mr. Johnson assisted in establishing the electronic countermeasures program for protection of classified information at DOE headquarters. He provided support to Naval Nuclear Research facilities, SCIF's, closed sessions of Congress in energy related hearings, other nuclear related activities and technical support to other federal agencies located overseas.
Mr. Johnson has had articles published in various security magazines, publishes his own newsletter and has written two books.

SILVA KANDIAH; is a member of the Board of Advisors at the World Institute for Security Enhancement. He is General Manager of SATS Security Services, a wholly-owned subsidiary of Singapore Airlines. It provides aviation and general security services to the SIA Group of Companies and to aviation organizations in Singapore and overseas.
Prior to this, Mr Kandiah held several appointments, in the Personnel Division of Singapore Airlines such as Editor of its House Magazine (Outlook) and Human Resource Manager and for two years was seconded to Air Lanka as Personnel Manager. He had continued his association with Air Lanka by being a consultant on Human Resource Development.
Mr. Kandiah was appointed by the New Zealand Ministry of Transport as the independent industry advisor in its thrice yearly audit of its Aviation Security Service.
He is on the Boards of Singapore Airlines Properties (a subsidiary of the Singapore Airlines Group), the International Association of Airport and Seaport Police, Aviation Security International Magazine and the Consultative Committee of the Department of Geography, National University of Singapore. MARIO C. MARTINEZ; M.B.A., CFE, CIFI; is an internationally recognized consultant in fraud and telecommunication security with a Master of Business Administration in International Marketing. Mr. Martinez is the Director of Administration at the World Institute for Security Enhancement and retired as Director of Security for Southern Bell Telephone and Telegraph Company directing all corporate security operations in the southern district of Florida. During his career he participated in a number of law enforcement task forces in Florida and Washington D.C. to enhance telecommunications technologies available for criminal investigations. During his tenure with Southern Bell he attended numerous management, technical, telecommunication, and investigative security courses. He has also developed and presented numerous programs in the areas of computer security and investigation.
Mr. Martinez has represented Southern Bell's business interests in the United States, Canada, and Spain. He was assigned to review security measures at Compania Telefonica Nacional de Espana (Telefonica) following terrorist bombing attacks directed at telephone company facilities in Madrid. He was later assigned to review telephone facilities security measures in Barcelona, Spain in connection with the 1992 Olympic Games in Barcelona. Mr. Martinez also drafted a telecommunications multi-departmental corporate security plan for the 1996 Atlanta Olympic Games. He has been cleared "Top Secret" by the Department of Defense and the Federal Bureau of Investigation.Mr. Martinez is an active member of numerous trade associations including the American Society for Industrial Security (ASIS) International. RON MONTGOMERY; is the Director of Special Operations at the World Institute for Security Enhancement. He is a former U. S. Navy SEAL, Chief Warrant Officer, with more than 25 years experience in operations and administration. Much of his experience was gained as the tactics officer/operative of the Navy SEAL Anti-Terrorism unit, Naval Security Coordination Team, better known as "REDCELL". While a member of "REDCELL" Mr. Montgomery provided oversight and instructed security workshops in force protection, anti-terrorism, improvised explosive device recognition, vehicle search procedures and emergency command post procedures at Naval facilities worldwide. As the supervisor of the asset recovery training he instructed foreign military personnel in the recovery of high value off shore structures, i.e., gas & oil platforms. He brings continuity and focus to Force Protection, Anti-Terrorism, Physical and Personnel Security Issues.
As a Security Consultant for the Presidential Security Task Force, Mr. Montgomery has conducted security training for PSTF personnel on security awareness and anti-terrorism. Mr. Montgomery has recently completed a Threat Analysis and Vulnerability Analysis of Government buildings within the State of Vermont and three mid-Atlantic military bases. The Vermont State project totaled 78 individual buildings located in various communities across the state. These were a miscellany of facilities including the Capital, Supreme Court, Governors' office, Attorney Generals' building, a correctional facility and Heath Department laboratories. All data supported an interim and final report suitable for budget briefings and final recommendations on risk mitigation. Mr. Montgomery was a Security Enhancement Training Instructor (SET) for Department Of Defense personnel at the Defense Logistics Agency He co-authored a break contact and evade curriculum stressing personal survival skills needed for novice travelers and ranking members of the DLA in hostile locations. It encompassed training in lodging & work place security, urban/rural survival, anti-terrorism, weapons training, personal vehicle search procedures, convoy procedures, and improvised explosive device recognition.
He has lectured at the U. S. Merchant Marine Academy and at COPEX trade shows on Maritime Security, Shipboard anti-terrorism and emergency command post procedures.

PHILLIP A. PARKER, M. A.; is a member of the Board of Advisors for the World Institute for Security Enhancement. He is a former special agent with the Federal Bureau of Investigation. He retired as Deputy Assistant Director for Operations of the Intelligence Division, directing all counter intelligence and counter espionage investigations and operations in the United States. He has been the U.S. representative to the NATO Security Committee in Brussels and an F.B.I. representative to several INTERPOL conferences. In 1987 Mr. Parker was awarded the National Intelligence Distinguished Service Medal for exemplary accomplishments while serving as Deputy Assistant Director. He testified before and was quoted by the Stillwell Commission.
Mr. Parker presently provides investigative and security consulting through Phillip A. Parker and Associates LTD. and in association with Bryant & Associates. He possesses a Masters Degree from Indiana University and is a graduate of the National War College. Mr. Parker's security services include protection from industrial espionage, protection of classified or proprietary information, crisis management, security surveys and as an expert witness. FRANK G. PEARCE; is currently employed by the University of California as Senior Security Specialist for the Los Alamos National Laboratory (LANL), with primary responsibility for protection planning and security oversight of the Special Nuclear Material Facilities including the Plutonium Research Facility. Additionally, Mr. Pearce has served as an Emergency Manager for LANL, with responsibility for Emergency Planning, Response, and Incident Command for major emergencies including high-level security affecting national defense. He has extensive training and current experience in Threat Assessment for conventional bombings and nuclear threats worldwide.
Mr. Pearce has 10 years experience as a Certified Bomb Disposal Technician, as a member and Team Leader of the LANL Hazardous Devices Team -- specializing in bomb disposal and reactive / explosive chemical removal and destruction for LANL and Los Alamos County. He is a graduate of the FBI Hazardous Devices School for Public Safety Bomb Disposal Technicians and Investigators, and has attended several courses at the U.S. Naval School of Explosive Ordnance Disposal, including Improvised Explosive Devices and Demolitions. Frank is also an active member of the International Association of Bomb Technicians and Investigators (IABTI) and past New Mexico Chapter Director. He is a trained Special Operations Explosive Breacher for rapid entries for barricade and hostage rescue, and is a trained Crisis Negotiator for such incidents.
Mr. Pearce has vast experience in bomb threat planning and training. He has developed plans and conducted training programs in the areas of bomb threat planning, assessment and management decision making, and employee reaction training for LANL and other Department of Energy (DOE) facilities. He has also conducted management and employee training for numerous other organizations, including private industry and several law enforcement agencies. He served as Adjunct Instructor for several years at the DOE Central Training Academy, instructing in "Explosives Recognition and Bomb Threat Planning" -- instruction given to DOE, DOE contractor, military, and Nuclear Regulatory Commission personnel.
He holds a B.S. Degree and is a retired U.S. Marine Corps infantry and reconnaissance officer with a background in special operations. He is also a graduate of the U.S. Army Special Warfare School, U.S. Navy Divers School, and the Marine Corps Command and Staff College. In addition to his current employment, he also consults and teaches through his own Specialized Training Institute in Santa Fe, New Mexico.

WILLIAM VAN RITCH, MA; is a member of the Faculty at the World Institute for Security Enhancement and has a Masters of Arts Degree in Security Management. He has more than twenty years of combined experience in the areas of special operations, intelligence activities, investigations and industrial security. As Operations Officer for the Allied Counterintelligence Group in Europe, Mr. Ritch managed and directed all counterespionage operations, investigations and technical security services throughout the NATO alliance. He coordinated directly with senior investigative officials regarding joint investigative activities while also producing and disseminating counterterrorist and hostile intelligence service threat assessments.
At the U. S. Army Special Forces Command, Fort Bragg, N.C., Mr. Ritch was the senior Intelligence Officer for the command responsible for managing, supervising and directing security and intelligence activities supporting Special Forces operations and training. He was responsible for all physical, information, personnel, and ADP security for the command and its subordinate units. While several of his previous assignments were of a classified nature; other significant duties are listed below:
Mr. Ritch supervised Intelligence, Counterintelligence and Security operations in the Middle East and Africa which supported Special Operations and also coordinated support to the security programs of diplomatic posts in those regions. He was principal liaison officer between the staff and select Department of Defense and Federal Intelligence Agencies.
While chief of field training for the Army's survival school which trained select high risk personnel Mr. Ritch developed sensitive material in the areas of evasion, resistance, and escape. He also developed and implemented a specialized anti-terrorist, personal protection program for executive personnel traveling in high threat areas. As Commander of a unique Special Forces "A" Detachment he was responsible for insuring the team remained proficient in Special Forces skills. He provided realistic live-fire training for select Special Operations and Federal Law Enforcement Personnel. As Director of the U. S. Counterespionage Section in West Berlin, Mr. Ritch managed U.S. and foreign counterintelligence investigators in a wide variety of operations and projects which directly protected the security of the U. S. Command. He coordinated all counterespionage investigations and source operations within the American sector of Berlin and directed debriefings of refugees with hostile intelligence/criminal contact. Mr. Ritch Spotted assessed, and recruited sources to be used in sensitive intelligence operations and coordinated investigations and source operations with other U.S. and Allied agencies.

RONALD E. TIMM; M.S.E.E., CPP; is an electronic systems engineer, technical security consultant and educator with a Masters of Science degree in Electrical Engineering . President of R. E. Timm & Associates he is associated with Bryant & Associates and has been involved in total facilities management for more than twenty years . His experience includes project manager and senior security engineer for security upgrades at numerous Department of Energy and Department of Defense facilities . As project manager Mr. Timm was responsible for conceiving and formulating problem definitions which result in scope of work, criteria, and requirements documents. During his fifteen years at Argonne National Laboratory Mr. Timm served as Senior Project Manager and security engineer for a multimillion dollar security upgrade at the facility. He has been the Senior Criminal Justice Instructor / Coordinator, for more than twenty years, with the Department of Justice, NC Justice Academy. Mr. Williams has developed and teaches numerous criminal investigation courses, i.e., Forensic Hypnosis, Interviewing and Interrogations, Homicide, Arson, Sexual Abuse, Rape, Narcotic, Stress Management, Case Management, Report Writing, Evidence and Evidence Custodian Procedures, etc. His techniques are distilled from years of active criminal investigations and teaching experience.
Prior to the Justice Academy he served 20 years in the United States Army, 11th and 82nd Airborne Division, and Department of Army Criminal Investigations Division. Received the highest award from the Korean Government for organizing and implementing a National Drug Enforcement Program. He organized, implemented and supervised the International Drug Enforcement Task Force in covert drug investigative activities, informant utilization, link analysis program, and assisted in writing the Korean drug and Narcotic Laws. While in Germany he organized and implemented an International Covert Narcotic Investigative Program which involved INTERPOL and the German National Police. He was presented the "Honor Award" by the American Federation of Police, Washington, DC for his outstanding and distinguished achievement in establishing and implementing Drug Suppression Programs, Juvenile and Child Abuse Investigation Programs, Family Counseling Programs and Public Service Activities. He is the author of nineteen training manuals on criminal investigations and forensic hypnosis. Law Enforcement and Fire Service Agencies are constantly requesting technical assistance from Marvin in the following areas: Arson Investigation, Arson Task Force Concepts, Fire and Arson Cause and Origin, Evidence and Evidence Room Procedures, Investigative Case Management and Forensic Hypnosis.
